Cannot Nuke Flagstaff
I have completed the focus: "The Last Argument of Presidents" and have taken over Ashton and Hopeville. I am also at war with Caesar's legion as a result of "operation Spartacus." Yet I still cannot nuke Flagstaff and did not get the event to do so. Am I missing something or is this a glitch?

Im not sure. Ive got an event with the codes when i conquered Navarro.
It could also be the Congress that is against it but i think there should be also a event for this.
Do you have Navarro?

You have to complete the focus "The Last Argument of Presidents" then conquer Ashton and Hopeville, then conquer Navarro. You´ll have to be at war wit Caesar´s Legion and be pushed back to around Ashton and Shady Sands DO NOT LET ASHTON FALL! After getting pushed back you should get an event that you can use them now.( After thirty days or so as they have to be armed, which you can see under your decisions) after being armed you can fire them at Flaggstaff, the firing option is under your decisions. (or Shanghai, if you´re an Anti-Comunnist (Leader Trait). You dont need to be pushed back however if you choose NOT to empower congress.
