At the moment I'm finding myself with a bunch of PA divisions I am completely unable to reinforce (because the Enclave apparently forgot how to make power armor) and no manpower to make regular, non-powered infantry divisions.
While it makes sense from a logical point of view, I'd beg to differ. I suggest a tree-expansion towards space exploration and colonisation. It would be a much greater contrast to the reformer tree and could have similarly overpowered foci.
They cannot rebuild a lot with their own manpower after all. So, when they conquer a place, they kill off almost the entire population in a purge (make it a decision that runs off automatically for about 100-200 days so there is a chance to recapture the state).
After getting the cloning hubs, they might found new settlements in the major old cities and maybe military bases. Very low population (2-5k) but that won't be little for the Purists.
