I dont think thats possible. That problem occurs with every single rover, even with drones. Its a limitation of the game. Nothing you can do about it. With the version of this similar mod by choggi, i still didnt experiment those problems but i guess its just a question of bad luck. The game just dont take in consideration if the terrain is rough or rocky, to spawn resources. Even on mountains... thats how it is.
