But how did you make it?

I did it by opening the mod I wanted to change from the steamapps workshop folder, then editing the XML file for every unit and upgrade. Set all build costs to 1 and set the build times 1 as well. You can also change population value to 0 while you are at it. There may be a better way to do it all at once though. I will post again if I figure it out.
