Thats actually a good idea, I think the UK will have this, and something else to go with it

May I add in that having both start with annex goals is a bit not so smart, as it will mean that war starts immediately when the game starts, which is not fun due to one of them being guaranteed by the US of A . I suggest giving both a decision that gives them their wargoal in exchange of spending something from 100 to 300 PP.
