I don't own Rise and Fall, but the mod worked fine before the update.
EDIT: Should be fixed now - let me know if it works for you!
However, it does not change the text for the city-state screen (overview, etc) - it still notes that the bonuses give diplo favor even if you changed your bonus type to "1"
Note: I do not have Gathering Storm, so getting favor is impossible for me anyway.
I can force the game to show me the text for the loyalty based bonuses by commenting out the whole file CSE_Localisation_XP2, but if there's any way for the game to realize not to look at the localisation file for XP2 if you don't have XP2, then that should work.
I tried to look at and understand the CityStates.lua code ... could 3/4's understand the gist of what it was doing, but am not totally sure exactly how to change to code there to get the proper localisation text to display.
Anyway --- this is twice as good as it was before last update! Before today I also had to comment out the whole CSE_Consular_XP2 query to get things to work ...

Maybe since I had made a bunch of copied files in the mod folder somehow the original update skipped over them ... somehow? I dunno, but it works now without any changes to anything.
