What the title says. After building my Oil Well my builder immediately started supervising while the stockpile was at 0. I refilled the stockpile, they could still supervise. The stockpile kept going down as they were drilling but the supervision didn't stop even when the stockpile reached 0. When it reached 0 I could still assign them to supervise or refill.
