If what you mean is a shattered world or a random world, then the answer is that the mod author hasn't done anything with those features yet. There won't be any gods at all. I don't know if there will be dragons or vampires n stuff because I don't know how the author made their spawns work, but I guess they might still appear
If you mean something else and I'm completely misunderstanding what you mean, then please elaborate.
we tried everything, both shattered, and normal bookmark times, none of them loaded all of the people, however we did sometimes get some dragons around the very south
To test whether they actually don't load or you're just not noticing them, go into character search on a historical start, search for "God" in all realms, it'll display all characters that have the "God"-trait; aka the Norse and Greek pantheons, with Zeus and Loki and whatnot.
If these characters are there, then you had no problem from the very beginning, and werewolves and vampires are just hidden. And if the gods aren't there, then I have no clue what you could've possibly done wrong to make it so, but it should not happen. Ever.
Note again that shattered worlds will DEFINITELY not work.
