The controls for the crane are in two places, in the TIE service area and in the lower control room next to the small hangar. There are buttons for moving the crane from A to B, buttons for up and down. And a button to toggle the clamps.
Right now the crane only moves between the TIE service area and the hangar. The other rails are there for accuracy and decoration.
Since the floor of the hangar is much lower than that of the service area, you can only pick up TIEs from the service area and drop them off in the hangar, and not the other way around.
Though I think in theory if you're a really good pilot, you could fly into the open clamps of the crane if it's in the hangar, then close the clamps and leave the TIE that way.
