Car Dealership and the parking lot trying to figure out what the otherones do

First column of buttons (Top and Bottom Left) controls the outside lights on some buildings and the street lights. Middle column (Top and Bottom Middle) controls the Car Dealership shutters and the third column of buttons (Top and Bottom Right) control the Car Garage shutters & lights.
