Just because the terrain is not flat. I've the same issue, and the only way i found to fix it is to place your PLR on a flat terrain (or place one by one the parking slots)

I have the same issue and I found out that initial position for car parking is being taken from first corner parking field, in case when you are using matrix field (4x1, 4x4 or whatever else).

I replaced my matrix with multiple fields 1x1 manually placed side by side, and now it looks much better, even with high angles. There ofc is still some flying issue, but much lower than when using matrix.
