how would i go about increasing or decreasing the spawn chance of the Deinonychus?

i found the mod at "\steamapps\common\ARK\ShooterGame\Content\Mods\1270181453" but its all UASSET files. how do we open these?

And once i have the file open, which line do we edit? And what does the value on that line mean? For example if the value is 0.01 is that 1% spawn chance?
