We have way to much rock drackes on one single spot. And it would be awesome if they could be something "rare" at all :)
We've succesfully done so for ReaperQueens (had those overspawning on Ragnarok). We'll now tweak RockDrakes as well.
Example to lower RockDrake Spawns to 40%:

I had issues with the Queen too! What setting do you recommend to lower them a lot.
(That is for Ragnarok Map). After killing / respawning Wildlife you'd probably end up with 2-3 active Reaper Queens on the map (which we felt quite alright as this doesn't disturb the natural eco-system too much).
Btw we've also lowered Namless by 30% by putting in:
edit: thought I'd share 3 other settings we're running on Ragnarok (Glowbugs down by 70%, Basilisks down by 40%, Karkinos down by 20%) as follows:
