More balanced if like this:

+Can remove sappers

+On hit slow enemy by 20%

-25% damage penalty

-15% slower fire rate

-10% Magazine Capacity

increased damage and clip size and the ability to slow enemy, but minus 15 health and cannot be replenished by dispensers

But it says you better make sure it packs a punch, so it would have some sort of damage boost.
