I had this idea when realizing that there isn't a mutton-like bait for fish. I'd suggest adding a new bait called Chum. Just like in real life, it'd be made from fish and fish oils, so I think you can make it with prime fish meat, ammonite bile, oil [basil maybe?], and angler gel to give it a glow to lure in dinos.
