Due to the developed bond, taming always results in a perfect tame (Can be disabled via menu).
Should be the enable taming ineffectiveness (not selected by default), did you modify this?
Or maybe there is a conflict with the natural taming way of the mods for the phoenix, maybe try to only allow immersive taming?
