Check that you have the most updated version. (Either redownload from the dropbox link or resubscribe). Desolation should be a death sentence, though decadence is not. If West Rome is only Italia, and did not hit desolation beforehand (ie lost territory to migrations), it may end up being fine. You can check what stage its in in the diplomacy screen modifiers for corruption (as every stage has some modifier for it)
Desolation will vanish when a state reaches 25 provinces
This makes me want to either deinstall the mod or play another Nation. Certainly in it makes imperialism in Asia a deathtrap. I don't want to touch Indonesia or India, not when the Middle East is closer.
You should consider swapping the stages from being based on city amount and instead being on governing capacity used (if possible). Also much easier to read.
