I did the bind but it did not work.

I did this : go to console, type map c1m1, turn on sv_cheats, do 'bind v "Open_menu Menu" and thats how I have it working.

Probably the issue of the limits of the infected. All infected (except the witch and common infected) are limited to 16 or 20. Now if you have exceeded the limit that for example would be 3 and there are 3 hunters, you can not spawn another one until he die or kicked. I have added in generate more limits in infected commands, and so you can spawn more infected.
