I try spawning any of them in and they look downwards all the time. When I get close enough for them to attack me, or aggravate them by shooting at them, they do nothing. They only occasionally run towards me to just look down at me some more.

Before you ask, Ignore Players wasn't on and there were no other NPCs present.
Is there a fix for this?

EDIT: Now they don't even follow me anymore. They just ominously stand there.
