How to Spawn the Police
Either save the following commands to a .cfg file and run it, or just run the commands one at a time.

sv_cheats 1
ent_fire spawner enable
sv_cheats 0

The main island is now controlled by Civil Protection.

I'm pretty sure it means the central island gets turned into a Combine staging area.
