They do but the benefit of a patch is that it assures compatibility with magazines and that the ammunition doesn't have overly powerful or underpowered qualities that makes armor from other mods paper thin or completely overpowered.
Sometimes a compatibility (compat) patch is unnecessary because it inherits qualities of vanilla ammo, and sometimes the balance just happens to be exactly as it should be, but for an example of a weapon mod that breaks down because of ACE being installed, look to KA Weapons. Some weapons have extreme penetration to damage vehicles or overheat stupidly easily when ACE is running, thus making some weapons unusable or insanely overpowered.
The Free World Armory is another example of a mod which doesn't behave well when ACE is running. The AT rifle grenades can often kill vehicles that they shouldn't be able to scratch, such as modern day MBTs, due to the way ACE vehicle damage works and the mod not accounting for it.
