I've been using Rimworld of Magic in every colony I play for several years, and while there may be some performance impact, I consider this mod well worth it.
Incidentally, have you tried out the various performance-improving mods? I'm seeing fairly good results with Rocketman, and there are others that may speed up the game for you.

My question is has the mod really such a high performance impact and is it optimized?
As i said i have really performance problems and try to find the culprint.
Optimization is something that is never really 'done', but you do hit diminishing returns. I'd say this mod is reasonably optimized for it's scale and the number of different functions it has.
Now, how much of this applies to your hardware, software, mod list, and playstyle is something that only you can test. Dub's Performance Analyzer may take a little time to get used to, but it should be able to pinpoint mods you use that are taking up excessive resources, if there are any.
