Currently the mod worked the first time with new game.
Upon reloading it no longer works and I can't think of any reason why unless it's a mod conflict.
However it worked just before so why did it work the first time?

No error log comes up.

No vampires are spawning even when under their name it says they are a vampire.
No health conditions, even adding it manually doesn't work. As in adding in vampire bloodline with character edit.

So has anyone else experience this?
Yes the mod itself is set to (Standard)

I'm not sure what else to do, I wish there was a list of incompatible mods posted somewhere here so we can troubleshoot. Otherwise I choose to not to use the mod over the many others that add too much to the game to let this one in.
