The answer is "technically yes."

Vampires have the physical ability to engage in the 'lovins,' but they don't feel the urge to do so, like a living person does.

To answer OP Let me just say that my pawns "fertility" is still at 100% after the couple both took ascendant potions. I will comment again when they're pregnant. I'm runing a heavily modded rimworld with RJW, schools and learning, etc. and I can in fact, through RJW settings, do lovin whenever and with whatever (yes, not who, what... ) so ... yeah... They can do lovin with other species, I'm still trying to confirm if they can get prego or impregnate.
