Well generally valve community items between a mix of popularity and quality. example, if something is REALLY good but nobody sees it, valve can't add it. on the other end if something is an intentionally bad meme item and is on the front page for 5 months, it still can't be added due to low quality. the best way to get items from the workshop that you want into the game is to vote for it and favouriting won't hurt either.
