Vault Keys/Gate KEys
Are the Vault Keys supposed to open the actual loot areas inside the vault, or simply the gates? I have cleared out both the Whiterun and the Solitude vaults, and have around 14 keys from each, but cannot gain access to the areas with the chests, books etc.
