Bowmen of Oreon - Unable to upgrade province capital.
As I'm new to Warhammer this could just be my own ignorance of requirements, but.

With the Bowmen of Oreon, I am unable to upgrade the main provincal capital, or recruit any new units.
I've disabled all mods except for the required community framework.
Is this an issue I've overlooked the solution to, or am I just a silly goose?

Do you have access to the forge of starlight kamicola? I do when playing them, and I can make 4 different ammo types. But the ammo types doesnt seem to do anything.

It was actually the Wood Elf DLC. I didn't know they were an unlockable faction.
Time to fix that. Thanks!
