For Bregonne, Greenskins was intended anyways as the Blue Vipers are fairly close, they were not really intended to have anything to do with Skaven like this.
However I can see a point in having Bretonnian revolts in Araby where there should also be sufficient manpower to make that viable without killing all local Bretonnians off entirely, though that would require a working separate event to make sense of that. The same pretty much goes for Skaven, though it was originally even less intended for them to be present as rebels, but I can see the variety argument being viable, so I'll try again to make those events when I have some time.
One complaint I have seen is that some people don't like that incursion event at all, perhaps it is possible to make a similar option like the Brass Keep decision as to whether you want it or not. I don't know how much work that is and I'm fine with the incursion anyway, so just a suggestion.
I already customized them a bit but even if I do it more with this kind of change, it would not be enough of an effort that it would be really annoying to lose it if they really were to add a proper Araby culture or thelike instead of those Crusader factions.
I could theoretically make it possible to disable that event in such a way in the future, although I always saw it as a nice way to train your armies without having to attack another nearby faction right away, which is especially important for the original Bretonnians. Of course there are always plenty of people around who dislike various things about the game and I can't exactly cater to all of them.
