So First Beach is a nature preserve and a protected native land of the Quileute Tribe https://quileutenation.org/ so when you visit you can walk around certain areas and touch stuff, you just can't move things around, displace things, take things home with you, or bother the sea life :) There are areas like James Island that are completely off limits to visitors.
