As far as running just this map, assuming you want to set up a 24/7 version of Lazytown, you'll need to make sure your mapcycle file only contains a reference to this map and that you disable map voting for users. This way, you can make sure that if the map ever changes, it only changes back to Lazytown. You don't need a map.cfg file to do this for the map.
As far as a the settings above from your server config, I don't think there is any problem with what you have currently. You may want ot set mp_timelimit to 0 so that the server runs purely based on how many rounds are played on the map before a map change, but other than that, the other settings you are worried about seem fine.
