Many bonuses related to their economy. On Hard+ its cheaper units, more tax income, smaller upkeep, more recruitment slots, faster growth etc to keep up with the player and provide decent challenge. No bonuses to combat stats or stuff which would unbalance battles.

So no bonuses on normal?
