Unit Cap Bug?
Playing as Paunch and I see a unit cap point system: rare and special. On both counters I see 999, 0 out of 999 points used. Is this normal?

Just ignore it. It doesn't actually do anything unless you choose army or combined caps.

I found out what the issue was. I never got the cap option because I didn't have the extended UI framework mod installed.

I got the prompt on turn 4 after installing and starting a fresh game.
