Sartosa has access to- and Aranessa Saltspite's Lord and Faction abilities encourage the use of- Sartosa Millitia and Sartosa Free Company units. These units are part of the Vampire Coast faction, but they break and retreat instead of crumblinb, as they are composed of mortal humans rather than reanimated zombies. These are probably what you're encountering.
