I've started a new campaign as the WE Sisters and am playing with the SFO magic and upgradable units mods. It's suggesting that I can now upgrade minor settlements to level 4 but once I hit level 3, the only options I have, even on Provincial Capitals are to dismantle and abandon the settlement. Is this something that is due to get fixed or is it just a glitch which is going to prevent me from building outposts outside the forest?
