Im just wondering why skaven has unit caps? i understand for a faction like beastmen or tomb kings since they are free and have no upkeep, but skavens? if any factions shouldnt have unit caps its skaven imo, they are pretty much numberless, i remember reading somewhere that the under-empire is so vast that its estimated about a trillion of them lived up till the end times.
