Norsca Confederation different?
Is Norsca Confederation intended to be different in SFO? It doesn't have the usual event popup. Playing with SFO as the only mod. Difficulty VH/N. I can still eventually confederate through diplomacy when str is higher than the target faction.

This might be a vanilla bug. I will check it out. Confederation is working fine for AR battles, not working fine for battles you fight.

Vanilla bug. You need to autoresolve, not manual battle.

Yes, thanks for commenting, I tested and confirmed that AR works, but bug is also present in vanilla.
