Do other players see that you're a bandit? If not, what's the point of it?

Custom character models don't work at all online unless the server has it installed.
It's a massive limitation of the custom character system, the only thing that works online is the character voices (which it only works for people who also have it installed).
Again, massive limitation.

I know, it's a true shame. They should fix up the system so that the exact player model you are is client-side, and the server just always sees the generic military man.

kinda like what goldsource games did
that be nice to see in the source engine

Client-side playermodels work 100% in v1.0.2.4 and up!
