Usage of Manpower in SSRs (solved)
How am i able to use the Manpower of the SSRs?
(Only in the Ukraine SSR are about 800k :RedStar: as Reserves)

I thought i could make a 'colonial' Template like in the vanilla game but the screen is just empty and i can't add a new one. :(

not 100% sure but im pretty sure SSRs have unique puppet mechanics that give their overlord all of their manpower and factories so if your playing as the soviet union you will already have the manpower and factories of your SSRs

They just give you their factories not the manpower.
There is a modifier for 100% Manpower for Templates but you can not create them.

I figured out, that you can annex them after building enought stuff in their states, export equipment etc ...
