I'm playing as west Germany and turned fascist, the game automatically annexed east Germany. But I cannot declare war on any country, I can justify a war goal but that's all I can do. I already set my policy to "Aggressive Wars of Conquest' but that doesn't change anything.
Would someone please look in to this?
