What is "support occupied civilians" and "Local Civilian contacts" supposed to do?
As written in the title. What does it do? I thought it would strengthen my "Prepare Collaboration Government" operation. But it hasn't. Or is it meant to strengthen the "Root out resistance" mission?

It says so in the tooltip? It decreases compliance in occupied states

It says in the tooltip "support occupied civilians Effects +10%" or reduced risk or costs. But which civilian effects? Compliance or Resistance? And I have not observed any impact on either compliance or resistance.

Ah, I see the confusion now. Support Occupied Civilians is an operation, which requires the Resistance Contact asset. All the upgrades in the agency make it stronger
