Shipyards and CAs
Hi,

why cant I build Capital shipyards, it says they are unbuildable. Any way to activate them? Playing as Germany

and: do heavy cruisers count as capital ships? So when I have 4 BBs and 4 CAs, I would ideally need 24 screening ships, right?

Capital Shipyards are only given via decisions / focuses / events; they are a finite resource
