[Update 2/18/2023] Well, we have Shantae as a DLC Mii Costume, it's fine.

Since Min Min is both a Spirit AND a DLC Fighter, the "only can be a Spirit" logic is thus ruled out. My concern is how she'd look. There's quite a few different models with different details, so I don't know what Nintendo would consider to be ideal as a 3D model for Shantae.
