Possible conflict: totally no reinforcements.
I play with ABA and several Raider factions: they all stopped getting reinforcements with this mod on. Advent officer tries to call in reinforcements that just don't show up too.
I also use Allies Unknown - the mission where you save a rogue operative - no reinforcements.
