You have to remove all the beta and the clouds will appear to me, it also happened to me, remove all the betas and it was fixed

Ive figured it out myself but thanks why does gmod betas even break the mod anyway

I find 2 problem. Without beta. In Q menu>StormFox settings>Client settings. There button "Disable all effects". This disables all effects how: Snow, Rain, Wind, Clouds, Foggy weather.

I never had no effects enabled XD and even if it was on with the betas on clouds didnt appear but i already figured it out and stopped using the betas
