Go to server settings menu and enable autoweather.

Seems I have the same problem but the autoweather is on, and the time is moving. this was on my second map though and the second map is usually when problems happen, I am currently about to go and check if it's a 2nd loaded map problem or just a big problem.

Edit: Ok so a tiny bit of testing has revealed it is not a 2nd map problem, but just a big problem, I have done a little more expirementing such as turning the auto weather on and off, doesnt seem to do much. It kinda sucks but atleast the rest of it works! except the swaying foliage, that doesnt seem to work for me either but I can deal without it for now.

Under entities, StormFox got a weekly display that displays all upcoming weather.
As weather is semi-random. It is posible to go days without rain .. or days with rain.
