Unable to upgrade Wedge to Lusankya
No option to do this at dreadnought shipyards at Sullust and Kuat through eras 3 and 4

Leaders aren't era dependent anymore so no that isn't always the case anymore.

Era 7 and still can't upgrade Wedge. Guess Isard is milling around somewhere in the galaxy. Haven't been able to find her yet.

Are you sure Isard has spawned? The easiest way to check is if Thyferra is accessible and/or owned by the Empire. If so it's possible she's stuck on a planet that's currently inaccessible such as Byss or The Maw.
