No it doesn't depend on the ground map.
It depends on if the planet is present in the GC they play or not.
They are also mission rewards iirc

I just checked and they are an influence unit on Ailon, but I remember very vivivdly that some Mercenary buildings have them as recruitable so that's what I was alluding to in my first comment, not being aware that they were an influence unit as well.

That might be the case in skirmish

I usually play on the progressive GCs though. I'm definitely not lying when I say this.
