Stormtroopers of the Empire of the Hand
I apologize if my question is trivial. I'm new playet of TR and I don't know much about the Legends. As far as I know, Thrawn has stormtroopers in old canon. Why does he not have them?

Thrawn in legends canon takes over the Empire proper which is where his Stormtroopers come from. The Empire Of The Hand is an entirely separate organization that, though led by him, isn't necessarily a part of the Empire.

In short, if you want Thrawn and Stormtroopers you'd need to be playing the Empire and not the EOTH.
