I've lost the race to Tier 1 legitimacy groups
Despite being first in Legitimacy score by a significant margin, I've lost the race to Tier 1 Legitimacy Groups as all 4 SSD heroes have already been integrated.

The reason, I can imagine, is the fact that the AI keeps conquering and losing planets every 10 seconds, thus getting far more opportunities for integration, while I actually try to hold onto my possessions, develop them and enjoy the ride.
This means that I will no longer receive any integration offer from other groups (Tier II and downwards), is that right?

This is so disappointing that I'm thinking of abandoning my campaign... Integrating minor warlords add a lot of spice to the game, and Palpatine is still far ahead in the future as every single Imperial faction is a superpower in my game - the only exception being Eriadu who are on the other side of the galaxy... I'm the PA.

Losing battles, and planets, loses legitimacy. However, perhaps you are being TOO safe and not aggressive enough with other Imperial Remnant factions. Those offer more reward (and risk), but account for the majority of several factions' action (PA can take on the Hand while avoiding Zsinj, the Empire, etc).
Another issue is your legitimacy rewards are a bit random.

I am playing Known Galaxy - Large, so the Hand is not there. I thought my war against Zsinj was going well enough, until I found out they still have a Vengeance in a far away backwater planet as part of a 600-pop fleet + they just built Ars Dangor's SSD.
I am also kicking the Empire out of the core, albeit at a rather slow pace.
I like to take my time, secure my holdings and keep my heroes alive instead of playing blitzkrieg and leave my border worlds open to counterattacks... Which is unfortunately not rewarding in terms of integrating groups.
