found a code error
In your MainStarbases.xml under line

<Reserve_Spawned_Units_Tech_0>SKIRMISH_MUQARAEA,32</Reserve_Spawned_Units_Tech_0>

You are missing a space and I think the 32 should be a 3.

Also I notice the sovereign is missing fighter bays, so never launches fighters and bombers in battle.
